投標(biāo)人應(yīng)具備的資格或業(yè)績(jī)：1)投標(biāo)人必須是從事應(yīng)急通信終端等相關(guān)設(shè)備生產(chǎn)與銷(xiāo)售10年以上的合法廠商；或其授權(quán)代理商。 2)本項(xiàng)目不允許聯(lián)合體投標(biāo)。 3）投標(biāo)人名稱(chēng)應(yīng)與招標(biāo)代理機(jī)構(gòu)的購(gòu)標(biāo)登記表上的名稱(chēng)一致。如不一致，其投標(biāo)文件將予以拒絕接受。 4）投標(biāo)人所投產(chǎn)品需在世界和中國(guó)民航空管系統(tǒng)廣泛使用。投標(biāo)人至少列舉3個(gè)應(yīng)急終端在中國(guó)民航空管系統(tǒng)成功使用的案例，提供成功案例的設(shè)備型號(hào)要求與本次投標(biāo)設(shè)備型號(hào)相同，并提供相應(yīng)的證明材料（有效證明材料：合同復(fù)印件或現(xiàn)場(chǎng)驗(yàn)收?qǐng)?bào)告或用戶(hù)報(bào)告。證明材料需能反映上述數(shù)量、范圍及規(guī)格等要求）。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be a legal manufacturer engaged in the production and sale of relevant equipment such as emergency communication terminals for more than 10 years; or its authorized agent. 2) This project does not allow consortium bids. 3) The bidder's name should be the same as the name on the bid purchase registration form of the bidding agency. If not, its bid documents will be rejected. 4) The products submitted by the bidders need to be widely used in the world and Chinese civil aviation systems. The bidder listed at least three cases of successful use of emergency terminals in the Chinese civil aviation management system. The equipment type requirements for providing successful cases are the same as the equipment type of this bidding, and corresponding proof materials are provided (effective certification materials: copy of the contract or on-site Acceptance report or user report. The certification materials must reflect the above-mentioned quantity, scope and specifications, etc.).
